Value for money is assured by applying the following principles:

  • Appointing professional staff with the appropriate level of capability and competence, with clearly-defined roles and responsibilities.
  • Professional planning to ensure that activities are conducted at the right time by the appropriate people with predictable outcomes.
  • Supporting staff with training and development to meet the needs of the individual and the company.
  • Delegation of authority to exercise procurement powers within financial limits to people who possess the relevant experience and expertise.
  • Selection of the right suppliers.
  • Establishing mutually beneficial relationships both internally and with suppliers.
    Monitoring and measurement of supplier performance including the implementation of supplier development plans where appropriate.

Compliance with the law

Crossrail's procurement activity is subject to national and international laws, regulations and standards. These include EU procurement legislation, which requires a fair, open and non-discriminatory procurement process. Other applicable legislative requirements include competition law, and relevant safety, equality and environmental provisions.
