The Crossrail Board and Executive Directors

The Crossrail Board

The main Crossrail Board, headed by Executive Chairman Douglas Oakervee, comprises three Members from the DfT (Department for Transport) and three from TfL (Transport for London), reflecting its 50/50 current ownership.

The Members, who are all non-executive, apart from Douglas Oakervee, are:

• Steve Allen, Managing Director, Corporate Finance, TfL
• Ian Brown, Managing Director, London Rail, TfL
• Mike Fuhr, Director of Major Projects, DfT
• Peter Hendy, Commissioner, TfL
• Hugh Norie, Head of Project Representation, DfT
• Douglas Oakervee, Executive Chairman, CLRL
• Tim Thirlwall, Director, DfT

(Ron Henderson, Group Infrastructure Director for Network Rail also attends Board meetings as an Observer).

The current structure is likely to change following Royal Assent to reflect 100% TfL ownership and the provisions of the Heads of Terms already published.

There are also three Board committees which report directly to the main Board. These are the Audit, Remuneration and Health & Safety Committees.

Below the main Board is the Executive Board, comprising the following Executive Directors:

• Keith Berryman - Managing Director Bill
• Richard Morris - Managing Director Delivery
• David Anderson - Engineering Director
• Tina Bailey - HR Director
• Phil Bennett - Director of Technology
• Martin Buck - Commercial Director
• Mark Fell - Legal Services Director and Company Secretary
• Clinton Leeks - Director of Corporate Affairs

Main Board Members

Steve Allen
As Managing Director, Corporate Finance for TfL, Steve is responsible for business planning and financial control of TfL's £6bn turnover and oversight of its £10bn capital investment programme, building senior-level relationships with Government, management of major corporate finance activity and TfL's information management strategy.

Ian Brown
Ian is Managing Director of Transport for London's London Rail Directorate and Chairman of the Docklands Light Railway.

Mike Fuhr
Mike is Director of Major Projects at the Department for Transport.

Peter Hendy
As Commissioner for Transport for London (TfL), Peter's remit includes Crossrail Board responsibilities. Peter previously served as TfL's Managing Director of Surface Transport and is also Chair of the Commission for Integrated Transport.

Hugh Norie, OBE
A senior civil engineer, Hugh works for Mott Parsons Gibb and has headed the Government's project representative team for the Channel Tunnel Rail Link (CTRL), for the past six years. He has also been a member of the DfT Crossrail advisory group.

Tim Thirlwall
In his 36-year career with engineering company Mott Macdonald, Tim has worked extensively on railway projects and spent eight years as Managing Director.


Douglas Oakervee, OBE
As the Executive Chairman of Cross London Rail Links Limited, Douglas is one of the country's most distinguished civil engineers, with broad international experience in the delivery of major projects. He oversaw the construction of the new Hong Kong International Airport, and was elected as the 139th President of the Institution of Civil Engineers in 2003.
